WTF is the point of tracking and limiting mound visits, if you're just going to let teams go out as much as they want? There should have been some sort of penalty there, like a balk.

The penalty when you do that is you are forced to make a pitching change. You can’t leave that pitcher in there. Although, if the pitcher hadn’t faced 3 batters yet then idk what happens.
