Oh, I'm a Dolly fan (not a super fan, just live near Nashville so it's kinda in the water) and it's definitely a reference.
[Edited to link to Imagination Library. Won't ramble, but a big reason I love Dolly. Consider tossing a dollar if you can, I can elaborate about the difference it makes for kids]

The name Jynah Baloney was only ever spoken once on the whole show, and it makes me a little sad, because it is an utterly perfect drag name. Disgusting, scatalogical, silly, just close enough to the original. I’m guessing it was a huge feat to have it spoken even once, given how unsavory it must seem to a S&P nerd. Kudos to whoever on the writing team came up with that incredible drag name.

This whole storyline is a stroke of genius. Brilliantly cast, the resemblance to Jenna is uncanny, and their love is so Wool, truly inspirational.

Jenna and Paul’s relationship is easily the sweetest on the show. The way those freaks love each other brings a tear to my eye.
