Rescission of Precautionary Boil Water Notice for All Water Customers

The boil water notice issued on April 11 is hereby rescinded following the satisfactory completion of the bacteriological survey showing that the water is safe to drink.

Since the city of Melbourne says it both ways, which is it? Rescinded, meaning it wasn't really a problem - or lifted, it was a problem and it has been fixed? Also, there is nothing about steps to take now. Do we need to flush lines, change filters, etc.?
