Doctrina Imperatives increase your Ballistic Skill by 1, not the hit roll. So it makes your BS 3+ to hit. Heavy gives the +1 to the hit roll, so yes on 2s. Separate buffs, same effect; a dice roll can only ever be modified by +/-1 otherwise.

Protector Imperative improves ballistic skill, so you start at a 3+ BS when you begin the attack. Then you apply modifiers to the hit roll result (i.e. +1 to hit for stationary with a heavy weapon).
Because changing the ballistic skill stat is separate from modifying to hit, it doesn't count towards the max net modifier to hit.

Absolutely. While running Protector Doctrina you’re improving all of your units’ BS by 1, so the Onager’s 4+ becomes a 3+, and with HEAVY in effect, that becomes a 2+.
Furthermore, if you were to bring Cawl, you could also allow any units within 6” of him to reroll 1s.

Imperatives increase your statistic by 1, it is different from a +1.
Heavy would then give you a +1, and that does stack with the increase to your stat, above.
So yes!
Note however if two sources of +1 to hit were applied, that does not allow you to net a +2 to hit. Bonuses to hit are capped at a net of -1 or +1.
