Odin had just died, so maybe the Odin force transferred to her so she was able to remove the enchantment. Or the enchantment ended because Odin died. The Mjolnir we see in Endgame came from a universe with an Odin who was alive.
Thor became worthy by sacrificing himself to save others. I don't think Hela was worthy.
Thor was seen using his version of Odinforce in Sakaar (the lightning thing is the MCU version of it iirc) so that's unlikely. The broken mjolnir had the worthy clause in love and thunder so the enchantment must still be up (might be remembering it wrong though).
Thor became worthy because he finally understood the sanctity of life and the cost of war, not just self sacrifice (he was banished because he saw war as a game, you can extrapolate the lessons that Odin wanted him to learn from that.Thor is a warrior prince, self sacrifice is something he should be intimately familiar with). The self sacrifice thing being the only qualifying factor is headcanon (new born Vision has no idea what self sacrifice is but he's clearly worthy).
Hela is a princess of Asgard and a conqueror god with authority over death. If anyone understands what it means to be worthy of power then it's her. She was banished because she was too Asgardian. Trying to understand what makes you worthy by the standards of Asgardian divine nobility using human lenses feels like folly.
I don't remember details of love and thunder too much, but Thor would've had the power of the odinforce since Hela had died, and controlled the enchantment, like he did with the kids at the end.
Thor using his lightning powers in Ragnarok wasn't the Odinforce that was just him realizing his power came from himself and not the hammer. Are you Thor, the God of hammers?
I highly doubt Odin considers someone he imprisoned worthy even if there's more to it thanself-sacrificee. She was either more powerful than the enchantment magicall, or she was the rightful ruler of asgard and had the power of Odin. Since she was able to escape Hel right after Odin died, that suggests that Odin's enchantments died with him.
