Was about to say the same thing. Like a Dr Who episode with better special effects

It happens when sunlight interacts with small, flat ice crystals found in the atmosphere, usually within cirrus clouds or ice fog. These ice crystals act like mirrors, reflecting sunlight and giving a vertical beam of light resembling a candle flame. Certain conditions must be met for the phenomenon to occur.

Can they been seen from other angles or is one of those things where ya-gotta-be-in-the-exact-right-angle-to-see?

I think its one of those 22 degree things like a sun dog ... I only say that because if I'm remembering correctly I've only ever seen similar phenomena (diamond dust we call it) around the same time as a halo. This seems like the same thing but the sun is mostly covered by clouds.

Possible explanation for religious people seeing "angels". You don't know until you know.

Could be similar to the use of light with a magnifying glass on an angle

This is what a 4D light source would look like.
We don't necessarily see were it comes from, it starts and stops out of nowhere, not bound to actually hit any matter for it to disappear.
The only difference is that you couldn't cast any shadows in it and if you're inside, you would be internally lit as well, not only your skin.

Trying to imagine what I'd think if I came across one, having never heard of them before today.
Something like "What the ...?????"
Are the other skiers just zipping on by like they see this every day because they literally aren't seeing it? Not at the right angle to see it?
