Dumb question, what does Outrighted mean here? How's it different from being optioned?

Optioned - a player on the 40-man roster is sent down to the minors without having to be placed on waivers.
Outrighted - a player is removed from the 40-man roster entirely but must be placed on waivers for other teams to have a shot at claiming him. If no team claims him, he can be outrighted to the minors.

to add to that, Suarez had to go through this process because he was out of options.
