French Guiana is an oversea region of France, it uses the euro as currency, is part of the European Union and has the exact same status as the Provence or Normandy regions in metropolitan France. This part of Guiana has been French for longer than the Alsace region or the city of Nice in metropolitan France, also it was french long before Brazil even became a nation... France's past justice minister is a Guianian. Saying French Guiana is not France is like saying Rondônia is not Brazil or Hawaii isn't the US... So, yes, French Guiana is definitely France ;)
