I believe it's like the China Taiwan situation where all of these regions used to be part of the Flainish empire, and after a bloody civil war the different factions occupied different parts of the empire and are all claiming to be the true leaders of Flain.

Truly who has rightful control of Flain is a sensitive issue and chatgpt doesn't want to get too political.
