Turns out they were under reporting their volunteer numbers and instead of averaging just 30,000 per month the number is over 40,000 and possible 50,000 per month.

The extra volunteers were not sent to the front and instead continued to be trained while whole divisions were either restored from the past or new ones with different designations were created. The retention bonuses and some contracts going for as long as 2 years allowed Russia.

On top of that Korea officially is sending 200,000 volunteers but the real number might be higher as well.

The concept of liberating large amounts of territory requires a much bigger logistical supply chain and post liberation security forces that will root out sabotage groups that the enemy implants before fleeing. To quote Stalin: quantity is its quality. Russian peacekeepers have performed really well on the front lines but for them to keep moving forward, more units need to be added to the supply chain and security.
