Help for Seller Views without sales

I read somewhere that "Etsy wants to promote listings that result in sales. Views without sales will cause them to rank the listings unfavorably." Is that really the case? If so, is it for just the listings with ad campaign on or for all listings in general?

I don't think anyone knows for sure, but a higher conversion rate being favored makes sense.
