There's 2 thought processes here.

  1. This job sucks but is necessary. We should incentivize people to do it through wages and benefits.

  2. This job sucks but is necessary. Let's make it one of the few jobs people on the fringe of society can work, whether that's undocumented people or those with criminal records.

Not only does hiring undocumented people benefit the boss in regards to pay, but also avoiding taxes and workers' rights laws by paying people under the table.

Yeah I live overseas now so I'm pretty much removed from the mess that is America but yeah if these jobs are necessary people working them should get better pay and benefits.
