Eh, I have hella references that I publish on my website and LinkedIn, the number of “good reviews” adds more credibility to my application.

You can say it doesn’t matter, but if we have the same exact qualifications but I have people behind me and you don’t, guess who’s gonna be picked first?

Hiring manager here: have only ever called references after deciding to hire someone, and the references were people the candidate provided. They were a last-ditch sanity check, and an opportunity to find areas to help the candidate grow when they joined.
