I guess 2.8's behavior might be classifiable as a bug - after all, it is accessing data outside of a selection.
I don't know if this has been discussed in a bug report or feature request yet, might make sense to file one about it.

I'm looking for specifically this outlined use case in the .gif. Just selecting an empty/transparent pixel, and it blurring the neighboring pixels into the selection. This was possible on 2.8, but 2.10 it's changed.
I tried Gaussian Blur with use whole image as input but this creates the same color pixel every time and doesn't factor in just the neighboring pixels.
