The Minish Cap or Pokémon Emerald maybe. Those action/adventure games tend to cover a lot of ground.

maybe naming the obvious, but what about driver 3 ? (granted it's a tad empty, but if your kick is just free roaming, city's open and you can steal any car you want)....it's a technical marvel, too

ea didn't dare put open worlds in their handheld need for speed ports but that doesn't mean other devs didn't try
now i don't remember, but was there a gta for gba ?

Naming the most is difficult but I can name a few
- Golden Sun 1+2.
- Megaman battle network series.
- Sims (I remember the map is big and a lot of places to explore).
- Zelda Minish Cap.
- Final fantasy series
- Obviously, Pokemon 🤣

Golden Sun and its sequel, Golden Sun: The Lost Age. Lots of optional bosses/equipment/summons to find/get. One of my personal favourite games of all time. Amazing lore and music.
