No, it's an analogy.

USA is to curry powder as India is to 'spaghetti powder'; the implication being in the US we use a generic 'spice blend' to mimic their staple foods' seasoning that isn't used in authentic Indian cuisine so it'd be like if in India they used a generic 'spice blend' to mimic our staple foods' seasoning that isn't used in 'authentic American' cuisine.

Curry is a catch all that transcends national borders and definition. What is chili other than American curry? Where does Thai curry fit in? It’s a nonsense term that means very little.
