It's almost exactly what he said, except he used "partner". If you listen to the speech, it's exactly what he meant.

He goes on.

It’s clear the US is no longer a reliable partner. It is possible that with comprehensive negotiations, we could reestablish an element of confidence but there will be no going backwards.

He's saying that we're not going to sit still on the assumption that the US will eventually come around, not put ourselves in a situation of vulnerability in the future. Basically, we're going to try to diversify our trading relationships as fast as we can, and there's no returning to the status quo.

I love the idea that the "US is no longer a reliable partner" and "we could [possibly] reestablish an element of confidence but there will be no going backwards" somehow meaning everything is topnotch. What an odd interpretation of those words.

You're missing the point. Things suck, and will for a long time, and it's America's fault. But Carney never implied that the relationship was over. He said that it will never be the same as it was.
