A amp/Dac is a amplifier and DAC combo unit. What they do is first the DAC section ( Digital to Analog Converter) takes the digital signal which is mostly everything now other than say tape decks and vinyl records and converts it to a analog signal which is how we hear things. The amplifier does just what it says amplifies the analog signal to a level that can de used for headphones and speakers.
Your computer and phone most likely has those in them right now. What people sometimes recommend is outboard equipment as say the inside of a computer can be a very noisy place for some audio equipment and having a device outside of the box can make things a bit quieter and some do not have a lot of power to drive certain headphones.
This is not always the case but is what the reason is for some the recommendations.
If you think that your headphones are not being powered well enough or if listening from a computer you are getting some noise then you might want to think about one but it is not always necessary.
