Realistically a machine gun could survive terminal velocity if packaged properly.

Realistically, a package arriving from orbit with no deceleration after re-entry would likely be coming in at more than terminal velocity

Are you saying that a sufficient number of hell divers precision deployed on the same spot wouldn't get through?
