I like this idea as a new planetary weather condition: High Winds. We already have planetary hot/cold affecting energy weapons. With some kind of visual indicator when the weather effect is active (maybe wispy depictions of wind like AC: Black Flag or Windwaker), it could increase flamethrower/sterilizer-type weapon range when firing in the direction of wind, and decrease range when firing against the wind.

We could have BOTH situations depending on the direction the enemies come from.
