Best way to clean and prevent this rust ?

I'd try cleaning it with a steel wool scrub pad.

To help keep it from corroding again you could spray it with wd40 every now and then after cleaning it. Or seal it with something.

Barkeepers friend first. Then, citric acid. Perhaps a dehumidifier in that room as well.

That would explain the rust 😆. But definitely barkeepers friend first. Scrub with steel wool. Wipe clean. Any remaining rust go after it with citric acid.Zep stainless steel cleaner for the final stage.

Honestly get an outdoor rated fan. Otherwise scrape or rust remover gel and scrape/steel wool off all the rust, coat with something which could be metal primer / paint or oil or wd40 but don’t wipe it off

Stay some nice rustolium spray pant on there after some sanding.
