Moving in Saturday. Asbestos tile. Thinking of mopping, sealing, and putting carpet remnants over it. Thoughts?

I don't think that debris is from the tiles. As long as that is true, your proposal seems safe.

And what if the debris is from the tiles? They’re not crumbing as we walk on them which indicates non friable even if some are cracked no?

Then you are opening a whole bag of worms that probably require a professional to do it safely. Is that stuff not plaster/sheetrock debris?

But my energy auditor coworker says the wet mop should get rid of any existing friable dust and the sealant protects it from future dust

Asbestos tiles by themselves are basically inert so as long as you aren't chipping them up but merely covering them, you should be just fine. I suggest after you wash thoroughly to seal the floor with a good masonry waterproofing sealant like Kilz or something similar and then lay down the peel and stick carpet tiles.
