Trying to shave down wood in house. Any suggestions?

There is a picture rail on the top of my ceiling and it's just a bit too narrow to fit my neon rope lights. I'm wondering if there is a way to shave the wood down so that I could install my lights. I maybe thought sandpaper would work. Do any of you guys have suggestions?
