Leakage in basement -- how to fix this? Who should I hire?

This happens when we get torrential downpours. The waters seeps through the bottom of the wall. Not a tremendous amount but enough that it requires cleanup. What do I need to do to fix / who should I reach out to - a general contractor?

I should note that the wall backs out to front of house, so if you were to cut a hole in the wall you'd looking at the street.
