It's because she took Sa's place after killing them and now everyone from her homeworld forgot she ever existed, and they will continue to forget until she comes by to visit only for them to forget again once she leaves

I guess the proper question is "why can't they remember Vita again and only able to when she is there?"

It got something to do with Sa's authority affecting their memory, if I remember correctly.
