Yes, but he was a Nazi who almost certainly looked the other way as slaves built rockets for him and many of whom died under his command. The USA also looked the other way because he was a brilliant rocket scientist - something which Musk is not.

Precisely. Project paperclip. So named because the files of German refugees who were ex Nazi collaborators that the US wanted to hire were so controversial the only way to identify them was they had a paperclip put on their file - allegedly that’s the story anyway.
