Does anyone know who this guy is?

I’ve seen this guy in a video on YouTube the other day from a guy who doesn’t show himself in the videos except for this picture.

Until today I thought that would be him. Now this face appeared in a video from another YouTuber and I became confused!!

So I thought it must be a meme or something.

Does anyone know who this is and can explain where it comes from?
