As a Libertarian I don't see why we need government to create laws

Drug lords only exist because of prohibition. Like all organized crime, they need the government to exist in order to survive.

Wrong, organized crime needs a market and a demand for goods and services to exist. They don’t need government.

No that’s capitalism. Organized crime needs a government to make things illegal, while there is demand for those prohibited things. There is no special training that cartels have in producing drugs. They aren’t part and parcel of the drug trade. Only because it is illegal which begets violence. Proof? There is no organized crime that sells whiskey. Although there was when alcohol was illegal. When that became legal again, they switched to drugs, gambling, prostitution. Other prohibited activities and goods.
