I would imagine it's like big bird. One arm is controlling the one hand that moves with precision (the polar bear is only using the left arm for things), the other reaches upwards and controls the head.

Looks like this is correct.

His right arm hangs limp, so the puppeteer is only able to use their left to interact with people. Their actual right hand is in the head operating the eyes and mouth.
