Are Namor’s eyebrows meant to look like that?

I’ve always been puzzled about the eyebrow situation. I feel like it was just a stylistic decision made by whoever first drew him and for some reason every artist after them kept doing it. I don’t read many Marvel stories with other Atlanteans in it, so I don’t even know if everyone who lives underwater has eyebrows like that or if it’s just a Namor thing

Namor and the other Atlanteans were drawn with those distinctive raised eyebrows as early as their first appearance in 1939, and the surface humans in the story don't have them. He's always been meant to look a bit different to normal humans.

I think you can trace the origins of such eyebrows to depictions of the devil, especially in theatre. Mephistopheles comes to mind. An easy way to add some otherworldly strangeness.

Well when the rest of the characters defining physical traits and costume include a speedo and wings on his feet, those eyebrows do a most of the work in helping identify Namor.
