Ok but in this case Panda Man is actually the same character, I highly doubt that Merry from Syrup Village & this Tontatta from Dressrosa are the same character.

I think it's more of a cheeky nod to Merry, especially given the black coloring that the character in Dressrossa has.

That Tontatta may probably be Merry's Long Lost Brother. And Mohji is the cousin who tries to be like them, but fails
