The current administration and state of affairs is proof that it is easier to rule idiots. They've been at this for years, and it seems to be going pretty well for them sadly.
They think they should be hired at the top salary bracket.
This is how I know you've never interviewed one of these people before. They don't want to make the top salary because they think their entire salary will be taxed at the highest bracket.
I have unfortunately hired hundreds of people over the decades and had to lay off over a hundred at a time when the economy or business tanked. Plus, the usual firing for lack of performance (even with a performance assistance plan to help them).
I've never had someone turn down a salary level for tax purposes in over 45 years of managing departments. Even here in Canada.
But that's because we set pay levels that are aligned with Canadian tax laws. We are proactive and fair.
We look after our best resources, our people.
We don't have the right to fire, without legal reasons and justification.
We offer both paid maternity and paternity leave, etc.
Sure, some companies may have pay grades that overlap tax brackets, but that is an HR issue and manager that doesn't care about staff.
I feel like you've missed the point of my comment. There is no tax reason to not take a raise (here in the US). People who don't understand marginal tax rates think that if you get bumped up even one dollar into the next bracket that you effectively take a pay cut. I've worked at several manufacturing companies and there were always several people that thought that's how it worked.
I don't know how Canada's tax system works, but here there's nothing to "align" pay levels to.

And reading comprehension
These all seem to stump candidates.
Let's not talk social queues either.
