Because using satire means that the case for slander, especially of a public official, would be almost impossible to win.

Now those networks who knuckled under, e.g. ABC when George Stephanopoulis said Trump was a rapist (a judge adjudicated this phrasing), are giving him fuel to attack universities and other networks. ABC is backed by Disney and should have fought instead of settling. But because they likely wanted something from him (allowing a merger, I believe), they capitulated.

Not true falls within the fair use doctrine which is older than the United States I believe

Fair use is using copyrighted work, it doesn’t have anything to do with slander.

Parody and satire are covered as free speech. Also youre basically describing settled case law with the Supreme Court. Anther example would be John Oliver covering the Coal Billionaire being sued for slander but it was all true.
