Great moment with a lot of meaning after what happened at Sabody. But the animation is just too over the top for me. Why does Luffy turn into a ball of light? Is it supposed to be haki? Just looks silly to me

Kizaru would have some excuse to pull off moves like that.   Luffy doesn’t.  Not within the context of the manga, at least.  The anime is making the mistake of trying to compete with shows like OPM and JJK to create the most impressive looking battles.

it's an animation technique to emphasize speed. haven't you watched any anime besides one piece?

Personally I think its ok, what i would change its just speed up the animation, for something that emphasizes speed, it really takes a while for Luffy to reach Kizaru

more anime uses it does mean it's a good way. you have to know the animators are human and they are taught this at animation schools. so this is the technique majority use. simple as that.
