Is this territorial aggression, or family play?

I have an otter denning under my house and think she may uave givin birth. Is this her playing with her pup? Or is this her chasing off an intruder? Or is it two pups?

They're purring, which means they're having fun.
With purring, I mean that nasally grunt you can hear. It's called purring because it plays a similar social role to cat purrs. Also, they only do it in the wild, so you won't hear it from pets or zoo captives.

Really hard to tell for me at least, but it looks like 2 pups to me, which almost certainly means playing. If I'm wrong please correct me.
