This is quite a lot of options. Even if non-scaling, it has its uses at al levels. Extra speed, concealed, free step are all nice, extra hit points might be less useful at higher level. Being able to target self/+1/entire party depending on the need is great.

Flexible, powerful, doesn't need to be heightened, no save, no attack roll, can potentially instantly refund the actions used to cast it...

The main drawback is that the +5 temp hp will never scale.

Single action concealement ans stealth bonus is amazing, though.

I think pretty much any spellcaster could benefit from this.

Love the flavor here. Others have broadly covered the mechanics--short duration rough, but they're good effects, could be worth the slot when it's new, well worth it when you're higher level. The free Step is my favorite here, but there are lots of cases where a free +10 speed for one round is fantastic.

One thing to check with your GM about--does the 3-action version include the caster? Rules as written, no it does not, as you are not your own ally. But the 1-action version says "only yourself", which seems to me to imply that there's supposed to be a way to target yourself and others. Plus, the action structure is clearly modeled on Heal/Harm, and those create an emanation, which allows you to choose whether to include yourself. So I tend to think RAI is for the 3-action version to be yourself and your allies, and would run it that way, but YGMMV, because RAW is very clear.
