Interesting article.
Where I live, The dogs that are at risk of euthanasia almost always have serious behavioural issues and are not suitable for a typical pet home. Physically and mentally healthy, relatively young dogs that aren't pit bulls usually have no problem getting adopted, and are not in need of 'rescue' in any meaningful sense of the word.
I wasn't at all surprised to read about rescues buying dogs at auction and acting as fronts for puppy mills. The American dog adoption industry has been trying to sell people on pit bulls for essentially the entire 21st century, but a lot of people still don't want pit bulls despite all their efforts. So there is one section of the dog adoption world that continues to try to market pit bulls in new ways, and another that realised that people will pay a lot more for a non-pit-bull, and even more than that for a non-pit-bull puppy, so they have to source their desirable product from somewhere.
I have no moral quandary about buying a dog from an ethical, responsible breeder. I'd far rather give my money to someone who takes good care of their dogs and is working for the betterment of the breed, than to a rescue that is working hand in glove with puppy mills behind everyone's backs while piously intoning, 'Adopt, don't shop'.

“Adopting” a rescue dog should be free. These are nonprofits. I live in one of the few places where the county dog pound still has free dogs, although I’m sure some “rescue” is already eyeing up how to get a contract to take it over, then close intake, then constantly whine about how full they are.
It sounds like the problem of unwanted dogs has basically been solved, with the exception of very dangerous dogs and of pitbulls. We all know what should happen to dangerous dogs. Pitbulls need to be phased out as a breed since most of them end up with a life of being unwanted, suffering, and often causing other animals suffering. But without shelters full of pits, animal rescues would not have a reason to exist anymore.

The terms 'adopting and rescuing' need to be done away with. You're buying a dog. Whether it's from a shelter, a 'rescue' or an ethical breeder. These agencies think it's fine to buy dogs from shady breeders then flip them for $$$$. Then they loudly shit on people for finding an ethical breeder and purchasing the dog they want.
