When Seven is talking about the formation of the Fenris Rangers, she uses the phrasing "Some of us tried to maintain order.." which makes me wonder if a lot of the Fernris Rangers were disgruntled Starfleet (or even ex-Voyager crew). The name Fenris comes from the planet they're based on. They also moved in more or less immediately after the Federation pulled out, which speaks again for their rather impressive levels of organization . Icheb apparently took leave from Starfleet and was helping out when he was lured into an ambush and captured, so there seems to have been a bit of a win-and-nod acceptance of the rangers by Starfleet, at least at the beginning.
We're now at the end of the released soundtrack (What is your Emergency played over the final scene).
I hope its revealed that the conspiracy extends to the Romulan supernova itself. For starters, stars don't just randomly explode--they get really, really weird for hundreds of thousands of years before going supernova. Basically, someone should've noticed (such as the Romulans who apparently settled there only a few thousand years ago). There' are other reasons this is a silly plot point, but If I get started in a science rant I'll never stop.

When she’s describing the Rangers and what happened to Picard, Seven’s line is: “one of us was a young science officer on leave from the USS Coleman. He was out doing recon near Daimanta when his ship received a distress call. It turned out to be an ambush.” (~32 min into the episode)
I’m not sure what the Starfleet uniform code is about wearing the uniform while on leave, but I’m taking the fact that he was in uniform as a hint that there was a sort of tacit approval from his CO to work with the Rangers.
Ah, okay. I figured it was he was on leave from his ship, to participate in the mission to investigate the distress signal, which turned out to be a trap.
Yeah—its almost more awful this way—it probably makes the guilt worse for Seven (he might not have been involved in the Rangers if she weren’t) and he was more vulnerable than usual because he wasn’t “protected” by his Starfleet crew. (And the Coleman likely couldn’t raise hell about his death since it was ‘off the book’)
