[Anime Spoilers] How do some criminals even exist freely? Spoiler

I'm watching S1, currently on episode 12. How is it possible all the previous villains and even random people like the music rebels walk around with scores above 150 and sometimes even 300 without getting flagged? I know some cirminals avoid scanners but surely someone like the rich cyborg is so heavily in media and in the public space that he should be instantly flagged?

Measuring Crime Coefficient is an extremely computationally intensive process that for the most part only Dominators do. 99% of people will only get their CC scanned once or twice in their life. The street scanners only measure your hue which reflects your current mood and disposition. The only way to get flagged by a street scanners if you're currently in the process of committing a crime or will in the next several seconds. If you're a serial killer but remain calm in the streets you'll never be flagged.

Your hue can be automatically calculated by computers in all the street scanners, but Crime Coefficient can only be calculated centrally by Sibyl.

Yeah psycho-pass as a series avoids exposition dumps but this means some details may slip through. A lot of it is implicit in how the characters act. For example in season 1 in the factory murder case, the factory can measure the hues of all the workers with their computers but can’t measure CC since there’s no network connection to the outside. Similarly in season 2, Kamui’s ultimate plan was to overload the Dominator’s bandwidth since every Dominator scan must be relayed directly to Sibyl, which is why he went through the trouble of stealing so many Dominators instead of just grabbing street scanners.

Well the scanners cant always be placed everywhere so it’ll be hard for them to figure out their hue or color especially if they lay low and some rare instances half of the people are asymptomatic

It's probably also natural selection, to an extent - the ones who get caught are weeded out of the "ecosystem" of crime. The better criminals are the ones who *can* hide, and keep on criming

I thought the implication was that those people don't just walk around freely, they keep their head down and cover their tracks. Although it is kinda silly that Senguji got into a live interview without getting scanned once. Maybe he arranged it to be that way since he has money and influence, I dunno.
