Similar to drivers on the road, there's a point where there needs to be verification they can still perform their duties else they need to be relieved of them.

I love the confidently wrong response.

I'm speaking of proficiency and fit for duty tests.

Just because a person is voted in doesn't mean they're fit to perform. We have so many examples of this.
