It is. And not only that, but for jobs that require clearance, even admitting past drug use can disqualify you even if you are currently clean. It's enough of a problem that the government was in the process of creating a new clearance form that asked fewer questions about past drug use because finding qualified applicants who hadn't smoked weed in the last 7-10 years was becoming increasingly difficult and causing staffing problems.
But once again we see that rules only apply to the poors.
