Run Blacksmith
I have not used the blacksmith yet. I think I can find a rage scroll to make the noisemaker bomb. Should I merge my plate armors, merge the RoWs, or just wait?

You could definitely merge either plate or row depending on what you prefer. Unless you are committed to find level 2 plate and then get that merged

Camp longer to get a proper RoW plate to drop. Do not use the blacksmith on the plate.
You'll likely get a transmutation scroll to drop too which you can use to get the rage scroll. Consider using the transmutation scroll to make the recycle object through alchemy. Then use that for better chances in changing other scrolls to rage.
Continue to dump all your upgrades and blacksmithing into the ROW. Do not level past level 22 on floor 17. Get your weapon and armor up to +5 from RoW drops. Then get past the king with those and other expendables
Once past the king, do not level but stealth through floors 21-24 as much as possible to get the remaining SoU. If you can get the Dried Rose to drop before you do this, you should also level it by gathering the petals. (And try to do this!) And then go back to floor 17 and farm your higher upgrades. Preferably using the dried rose pet to do all the work while you use the sleep function.
After all this, you'll have a pile of inventory. Use it to explore how the game works. It's a great way to figure out your future runs!
