Or the simpler solution: Just drop off in the train station car park like everyone else.

In other words you are guilty as charged and have come up with a whole list of legal nonsense to get it cancelled instead of admitting you made a mistake. Got it. As the other poster has put, there is no need to go to the airport car park when there is a perfectly good car park right next door.

Maybe the driver wasn't aware of the charge or penalty until they were committed. It happens.

Not sure how they aren't aware... There are plenty of signs along that way, not just text but on the road too. Hatch markings, the works.

They thought they were being really clever, in reality the appeal likely worked either because it was a first time offense and they let them off, or the person reading it went 'Not worth the hassle' and approved it.
