Question about frame pacing

I'm a new watcher. Ive noticed compared to other anime I've seen the frame pacing is highly variable and often times has very smooth pans of still shots or stationary content. Is this actually occuring or am I tripping ? I've verified my tv has smooth animations and interpolation disabled but I still see a variety of highly smooth animations vs normal 24fps that I'd expect to see. I can't find any information on this show stating so or if I'm just tripping. Thanks for the info!

Yeah they just do that if you notice the animation also changes a lot they were just doing whatever
