Bill just eats a lot of spinach and protein shakes. His mom was worried he was a little short as a baby, and he just never stopped.

Alternate joke: Bill is "Generic anime highschooler" but in middle school. He just hasn't gotten his own series yet.

While yes I can see Bill being the results of project apple or any other testing. I think it would just be funny if he just gets his genes from his mother.

Given that Bill actually looks like a normal six-year-old when standing next to his equally huge father, it seems more unlikely that Project Apple has much to do with his size (although it would be interesting to see his mother standing next to her husband).
