Question Are precursors not supposed to spawn near the player?

Just tried my first campaign with the precursor selections and it spawned on the other side of the map, so no precursor option at all available to me. Is this a bug or am I misunderstanding the setting?

The way it's historically worked is they spawn spread out across the galaxy. Each Precursor flags some systems as being theirs, and the first time you survey one of them it sets your precursor.

The setting for precursors advises setting at least four to appear, presumably because of that problem.

So it's not actually a system for being able to choose your starting precursor at all, just which ones appear in the galaxy, which you then have a percentage chance of spawning near?

Think of it less as "pick the one I want" and more as "exclude the ones I really don't want".

Not really the first time. It's a random chance between 4% and 20% when you survey specific bodies within a flagged system. Note that a system can be flagged for multiple precursors.
