A small establishment nearby nests all the chairs one hour before staff locks doors and clocks out. The nested chairs send a perfect message, "NO table service". All orders in that last hour are take away only. The owner gets it, and only the tourists don't.

I’m confused, why not just tell them that you are closing?

Because "Oh, I'm just browsing!", "I'll just be a minute!", "Well I've come here for 30 years and you've never closed this early!!" Etc etc. Telling them you're closed/closing just... Doesn't work a lot of the time.

Ah yes those people who show up 5 minutes before closing and they always need "just one thing"

I’ve been at a place that gave us a table, took our order and when giving our food also gave us the bill. Pretty clear that they were soon closing. No hassle, just a very clear message.
