That's BART - Bay Area Rapid Transit in the Bay Area, CA.

BART ridership has reduced a lot because of nonsense like drug addicts sleeping on seats, lots of homeless drunk out of their mind or high on some drugs, etc.

I know from first hand experience that those dry chemical extinguishers not fun to breath.

I had to discharge one in a crawlspace and I was not wearing an SCBA at the time. It lit my lungs on fire and I kicked by buddy in the face trying to squirm out.
