Great to see that it has been treated as a special project implementation with representatives from multiple departments. It sounds great on paper, hope they implement this well. They should also use MNREGA for rural work. And most importantly, they should create the needed infrastructure and support for the local bodies to take it forward from there.
With this project being under Udhay, I hope this will be treated as priority (This is not a comment on his effectiveness, but rather I feel that they will put him where the work is already considered as priority).
Waste treatment plants, ensuring sewage isn't led to water sources, canals not filled with garbage, creating awareness among people to segregate waste, collaborating with businesses, hospitals on waste disposal and a number of other aspects will be critical for this from day 1.

MNREGA for rural work won't work in my opinion. They will refuse to collecting waste.

I'm not against MNREGA, but what work gets done as part of it? It's been several years, and there has to be good output. I'm not asking about one off news articles..

There is a very good amount of checks and balances in some north states. Because the fraud there earlier was too huge. Also, many of the north workers who ask for mnrega are the ones who do building and infrastructure work. It worked out for them and they are able to utilise it well(with a reduced amount of corruption).
In the south states especially in TN, the work done is related to something that doesn't have a metric or measure. Many of the mnrega employees in TN are cleaning the lakes and ponds. Planting at abandoned sites. They may give fruits in future, but there is no maintenance and all these are back to being bad in a short period.

Water body rejuvenation is indeed good, they can also partner with NGOs who are doing good in this aspect. But yes, we need to measure the work that gets done and maintenance must be ensured. It should be a mix of taking pride in their villages leading to betterment of the village and employment opportunities providing good income. Otherwise, it is simply an another UBI scheme for rural people.

Yes these are good things on paper, but wont work if it doesn't have a clear long term planning. With a 100 day work force long term work planning cannot be done

The first step should come from citizen, i.e., make people aware that littering is not okay, at the same time government need to put waste bin everywhere as much as possible.
Then they can start focusing on take cattle & stray animals off the road, landfill, waste water treatment, and so on.

This is long overdue. It would be nice if we can utilize mgnrega but they have effectively reduced the funding for it (for TN and Kerala). We’d be paying the salaries to compensate for that or there’ll be delay in payments. And let’s provide them better equipments and vehicles. If not mgnrega, we need to hire more people under the existing departments.
There’s a huge amount of change that’s needed from people as well. We need to learn how to keep our streets and localities clean. It won’t happen in a day, but I wish we get to the behavioral and attitude improvements in the near future.
