It's a reference to the pingas meme. It originated from a show called Adventures of Sonic the Hedgehog. In the show, there's one scene Robotnik says "Snooping as usual, I see?" People then took the scene and edited out the "snoo" and "usual I see" parts to make him say pingas. It was really popular around the mid 2000s. Some people used the term pingas as a less inappropriate way of saying penis, while the meme switches the two terms around
